SUBJECT :- COMPLAINT AGAINST MR.GHULAM ASGHAR CHACHAR, LINEMAN UBAURO DISTRICT GHOTKI REGARDING MISBEHAVING/INSULTING WITH WOMEN FOLK, MISUSE OF HIS OFFICIAL POWERS, HARASSING, BLACKMAILING AND ISSUING THREATS OF COMMUNICATING ILLEGAL HEAVY/DETECTION BILLS IN FUTURE. REQUEST FOR CONDUCTING THOROUGH ENQUIRY INTO THE MATTER AND TAKING DRASTIC ACTION AGAINST THE DELINQUENT.
R/Sir,
I, the applicant namely Abdul Rahim son of Abdul Karim by caste Malik r/o Langho road town and Taluka Ubauro District Ghotki (Sindh) have the honour to submit the following few lines for favour of your kind consideration and sympathetic action as under :-
1/- That I am legal consumer of SEPCO and holder of Meter No.SP 16991 (Reference No.02 38163 0077811 R) since 11.07.2007. The same meter is installed for my residential house at above said address.
2/- That I am good consumer and I have always been paying the electricity bills regularly and well in time.
3/- That on 21.04.2018 at 10.00 AM, the above named Lineman (Ghulam Asghar Chachar) of Ubauro city alongwith 02 other officials came at my house. They knocked the door but at that time no male member of our family was present in the house. Hence due to absence of male members, the women folk of my house asked/enquired that who is there at door. They introduced themselves as Lineman/SEPCO officials of Ubauro. They demanded the copy of paid bill and our women folk produced/supplied the same through minor children. On seeing the bill, they told to our women folk that the monthly bill/units (shown in the bill) are too less than load. They further told that they would check the load of house, on which our women told them that no male member of our house is available now and they should come later-on. They tried to enter the house for checking electricity load but on resistance of women foll they misbehaved, insulted and used harsh words with our women.

4/- That on creation of above situation, I was contacted on mobile phone from my house and immediately I reached at my house where the above named Lineman along-with 02 other officials were available at the door of my house. I met with them but they illegally started to harass and blackmail with me with different techniques/methods and were committing illegal enquiries. Further they told me that I have got direct (KUNDI) line and committing theft of electricity on which I requested them I have not got any direct line and utilizing legal electricity. Later-on, the above named Lineman (Ghulam Asghar Chachar) hinted me to come at alone place where he clearly demanded monthly of Rs.1000/= and directed me to carry-on my illegal line and told that no one touch me in future, if pay I him monthly regularly. On these wording, I replied him that I am not thieve of electricity and denied to pay him monthly. On which the above named Lineman seriously annoyed he also misbehaved with me and used abusive language and went away by issuing threats that he would use his official powers in communicating illegal heavy/detection bill in future. They also illegally disconnected the legal connection of my house and took away about 70/80 meters wire of my house.
4/- That apart from the above, I may bring to your kind notice that the large number of shops/houses of Langho road and so many houses of Shaikh Mohalla have got illegal connections (Kundi) with the connivance/help of above named Lineman and he used to extort monthlies from them. There is no one to stop such practice with the result the above named corrupt lineman is sustaining heavy loss to Government by allowing the persons to get illegal connections of electricity from whom he used to extort illegal gratification in shape of monthlies. The above named lineman is most corrupt and great nuisance for general public.
It is therefore, requested that an enquiry into the matter may kindly be got conducted through an honest and impartial officer and drastic action be initiated against the above named corrupt, cruel and immoral Lineman and ensure justice.
