We residents of Poonch Road Samanabad Lahore are facing under mentioned problems due to illegal commercial objects which constructed on residential plots situated on Poonch road, Samanabad, Lahore.
Poonch Road Samanabad is approximately 24 feet wide single asphalted road with 6 feet wide pedestrian way/ Footpath on each sides and 6 feet width tuff titled flooring between footpath and road, total width between both sided building lines is 49/50 feet without any service roads on sides and distance between 1st Roundabout (Samanabad) and Chowk Pakki Thatti is 1.3 Km (1300 meter/ 4290 feet) only and currently under mentioned illegal commercial objects are constructed on residential plots:-
22 numbers of Educational institutions/ Schools/ Academies
6 numbers of Bank building
1 numbers of Public Service Office: NADRA
Many small numbers of Restaurants
Large numbers of Shops/ markets
16 numbers of Marriage Hall
and unfortunately, some are still under construction i.e. 904-N, ——.
It is important to mention here that all commercial objects are constructed on residential plots which is illegal according to LDA Acts and as per various judgments of Lahore High Court further its is clearly mentioned in LDA Vision Statement (see page # 1-8, 38, 42) (document available at https://www.lda.gop.pk/files/visionstatement2.pdf) and as per final report (available at https://www.lda.gop.pk/files/final2.pdf) that Poonch road is non commercial road and commercial activates are not allowed on this road furthermore it is violation of approved map of Samanabad Lahore by Lahore Improvement Trust
Due to this illegal commercialization, we are facing under mentioned problems:-
1) The footpaths situated on the both sides of Poonch road Samanabad, Lahore which was constructed some time ago and tuff tile flooring recently constructed has been illegally encroached, demolished, overlapped by the law breakers especially illegal commercial buildings/shops build illegally on constructed residential plots with the collaboration of LDA and Samanabad Town administration and same shown also criminal negligence of the LDA Town Planner/ LDA Enforcement and Town administration. The public money spend on it has been lost and pedestrians i.e ladies, children etc are unable to use/walk on it and they are forced to walk on road which also caused danger for them and many accidents are happened in past.
2) Due to illegal commercial objects the traffic almost always jammed on school starting/end timing and especially on Friday to Sunday from 7 pm to 10;30 pm due to marriage halls and due to this traffic jamming the emergency services are unable to access the area and also the residents are unable to get any medical emergency if require or do their daily / needful responsibilities. 3) . Parking problem, the visitors of these objects especially visitors of marriage halls parked their vehicles in front of residents’ entrance/ gates makes them unable to come out /go home.
4). Due to these circumstances created by illegal commercial objects constructed on residential plots the area become NO GO AREA and residents are forced to stay inside home like home arrest during most of times especially on Friday to Sunday from 7 pm to 10;30 pm.
5). Sound and smoke pollution created from the generators of illegal marriage halls and from traffic jammed due to these illegal objects become higher in the area which causing medical issues in the area.
6). Illegal security gates are fixed on various branch road causing access problems and difficulties to the residents free movement.
Further to correct the record, that due to negligence of Lahore Development Authority one of the most beautiful locality/ housing scheme becomes a BLACK SPOT for the LDA administration. Samanabad becomes full of encroachment of all types, illegal commercial plazas/ shops/ marriage halls etc, illegal converting of residential plots into commercial plots, illegally Sub-division of residential plots of land measurement less than 1-1/2 kanal into small pieces
